you should say they have to upload the ttf and generate the kit

that is if you are generating kit for fonts that have OFL license,
there are over 900 fonts that have kits ready to go like this

The only thing I wanted to to say is that the font you choosed could not be downloaded as you said, so the doc in english could be misunderstood.
